Humanitarian Crisis in Gaza Deepens Amid Aid Shortages and Harsh Winter Conditions

The humanitarian situation in Gaza remains dire as winter approaches, with aid deliveries falling far short of the population’s needs despite a ceasefire agreement that mandates their passage. The United Nations Relief and Works Agency for Palestinian Refugees (UNRWA) has criticized Israel for obstructing vital aid efforts, warning that its operations are being deliberately crippled at a time when millions of Palestinians rely on its services for survival.

Addressing the UN General Assembly, UNRWA Commissioner-General Philippe Lazzarini emphasized that safeguarding the agency’s mandate is a legal obligation under international law, crucial for both the survival of millions of Palestinian refugees and the pursuit of a political resolution to the conflict. Lazzarini referenced findings by the UN Commission of Inquiry and rulings by the International Court of Justice (ICJ), which obligate Israel to lift restrictions on UNRWA’s operations.

Lazzarini further highlighted severe funding shortfalls threatening the continuation of essential services, including food aid, health care, and education. The agency has been operating under significant financial uncertainty, with U.S. funding cuts exacerbating the crisis. “We run week by week, month by month,” Lazzarini said, noting that UNRWA may be able to process salaries for November but lacks visibility for December.

Israel barred UNRWA from operating on its soil following unsubstantiated claims that some employees were involved in Hamas’s October 7, 2023, attack on southern Israel. The allegations, for which Israel has provided no proof, led the U.S.—historically the agency’s largest donor—to suspend its support, forcing UNRWA to repatriate international staff and limiting its aid distribution in Gaza and the West Bank. Despite these setbacks, the agency continues to employ 12,000 staff locally, operating shelters for 75,000 people, conducting 14,000 daily health consultations, and providing education for tens of thousands of children.

The humanitarian gap remains severe, as aid trucks entering Gaza fall far short of the daily requirements stipulated under the ceasefire. While the agreement envisioned at least 600 trucks of supplies entering daily, only around 150 have been delivered, insufficient for the two million Palestinians who are displaced or homeless. Journalists on the ground report that many families still lack basic shelter materials, including tents and tarps, compounding the peril as winter rains approach.

The reopening of the northern Zikim border crossing earlier this week marked a modest relief, enabling approximately 80 trucks to enter Gaza after a two-month closure. Israeli authorities have indicated that the crossing will remain open permanently, offering a vital lifeline to northern Gaza, where famine conditions persist due to restricted aid access.

The October ceasefire also facilitated the exchange of captives and the return of bodies. Israel recently received the body of Meny Godard, a 73-year-old killed in the October 2023 attack, while Hamas continues to hold three bodies in hard-to-reach areas beyond the so-called Yellow Line. This line demarcates Israeli-occupied zones from Hamas-controlled areas and has posed a significant barrier to recovery and reconstruction efforts.

In parallel, Israel has released nearly 2,000 Palestinian prisoners and returned hundreds of bodies, many showing signs of mutilation or execution. Identification remains challenging, and many have been buried in mass graves in Deir el-Balah, reflecting the profound human toll of the conflict.

As Gaza faces the dual threats of continued blockade and harsh winter conditions, UNRWA and other humanitarian organizations are urging the international community to accelerate aid and restore funding. Without immediate intervention, millions of Palestinians risk enduring a winter of deprivation, illness, and hunger, underscoring the urgent need for sustained humanitarian access and political solutions.
